This article is a personal experience of the author lived in the Regional Course of Management, Monitoring and Planning of Education, offered by the Instituto Centroamericano de Administración y Supervisión de la Educación (Central American Institute for Administration and Supervision of Education - ICASE) of the Universidad de Panamá, in 1973, considered an innovative pedagogical model. Its innovative organization, dynamic curricular strategy, clear technical relevance and action-reflection-action revolutionary approach, made this course a valuable tool to transform the traditional schemes for training specialists in universities. The author proposes the rescue of this training model and its relaunch, taking into account fundamental projects that emerge from the educational problems through research and regional courses of specialization, in areas such as supervision, school principals training, regionalization, and a new model of teaching and learning. These proposals are supported by national and international bibliographical references and studies.
