Abstract

The article alludes to the historical and dynamic development that has experienced the educational transformation, since 1904, until our days.

It includes a summary of the main initiatives, leading to achieve the longed-for “Education Quality”, through the implementation of legislative changes, structural and organizational reforms, design and execution of strategies, plans, programs and projects. It goes deeper into the analysis of change management and the participation of socio-educational actors, as fundamental elements to ensure the viability of “Curriculum Transformation” of the Panamanian education during the period 2010 - 2014. This also describes the stages and phases of the participatory planning approach and its impact within the design process and project implementation.
