Abstract

The study of a community makes sense when it is contextualized in a general way and not in a particular one. Local histories place the social groups identified by cultural, economic and political relationships giving them their own identity in relation to other communities. The Local history is concerned with any human activity paying special attention to popular culture and individual actions. In the community of Potuga, of the Province of Herrera, Republic of Panama, two important public works are carried out thank to the state policies for community development. Furthermore, the leadership of Gonzalo Fabio Pérez, as a natural leader, along with the town inhabitants ‘collective vanguard mentality makes possible the effective culmination of such public works.
