Information systems are increasingly closer to users through various devices and applications that represent the multiplicity of suppliers and developers. Regardless of the design methodology, software engineers must satisfy the user's needs in an interface that is efficient and friendly in the understanding that not all users are digital natives, or that their interaction with technologies is minimal, if not null. This article is a documentary research on the requirements of software and the characteristics of accessibility, ease-of-use and security that it represents for the users in health, work and the education sectors as social phenomena related to all citizens. The main conclusion is that the Panamanian Government must invest in the development of digital infrastructure support as a government policy for information systems to fulfil their role efficiently.
