Studies on local development, habitat and social vulnerabilities have revolutionized societies,
since they coincide, by establishing dynamic relationships in a context where change and
interrelationships occur. Therefore, the purpose of this exploratory study is to develop a
proposal for actions that contribute to mitigating the difficulties of the habitat and social
vulnerability that promote local development in the Reina Popular Council. In addition, for the
development of the research, the mixed methodology has been used and as data collection
instruments the following are used: document analysis, non-participant observation, in-depth interview, semi-structured interview, group interview and survey, the latter being applied to 97 settlers. Among the results, it can be seen that the population of the Reina
Popular Council recognizes the environmental, social and economic problems that affect
them, but they are not aware of the damage they cause, which is why the nature-society
relationship is affected. It is considered that a proposal for actions aimed at promoting the
local development transform the context socioeconomic of Reina Popular Council.
