This article will describe the new challenges that the municipalities of the country will take on, since it decentralizes the Public Administration and Dictates Other Provisions, modified by Law N.66 of October 29th, 2015, (Official Gazette, 2017) granting of funds raised from real estate by each municipality, so that they can develop investment projects within the community. With decentralization, it is sought to encourage each municipality to have its own growth and self- sufficiency in accordance with the established laws, therefore each one will have the responsibility of reinforcing the administrative functions with personnel specialized in the planning, formulation, presentation, execution and maintenance of projects, which will ensure that each work is executed in the most professional manner possible.
