This document compiles bibliographically the various components in which the economic and social circle develops in which the education budget is developed, (general and higher) seen from a comparative perspective, a concern of decision makers of rulers and governed of Latin America – Panama.
The epistemic approach of the dimensions of opportunities, aspirations and modalities of financing of education, achievements and new challenges seen within the context of the educational policies that each region plans in the framework of the UNESCO reports and the acceleration of the fifth industrial revolution will lead to conceiving the idea of ??paradigm change in the new social contract of education in the national economy.
