Digital governments are a new communication model between the state and its citizens that use digital technologies to facilitate access to information. Usually, these communications are held via traditional channels such as written media or telecommunication services. However, in recent years, social media services such as Twitter and Facebook have become essential mediums for exchanging ideas worldwide. Thus, many governments or public institutions have decided to use these services to inform citizens about issues regarding public administration. Nevertheless, there have been cases where public officials use their private accounts in this manner, resulting in a blurring of the line between public and private. As a result, courts have intervened to construe old legal rules regarding this matter.
