Forty years ago the problems and conflicts of the Central American isthmus were about to cause a generalized war in the region. Panama viewed the scenario with great concern and, together with Colombia, Mexico and Venezuela, created the Contadora Group, a diplomatic quartet, which was later joined by the Support Group (Argentina, Brazil, Peru and Uruguay), which deployed all efforts politicians and diplomats, despite the difficulties presented by countries with interests or links in the region, which prevented that war and made it possible for the Central American countries (Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua) to achieve, through the Esquipulas agreements, a stable and lasting peace, the promotion of democratic processes and effective cooperation mechanisms for development.
