Abstract

The objective is to evidence that during the SARS-CoV-2 pandemic in Mexico, international actions multiplied and voluntary withdrawal from the presidency prevailed. It is analyzed Mexico's relationship with the United States and multilateral actions during 2019 and the start of the pandemic with official documents. Negotiation between power groups for Mexican foreign policy decisions is discussed. The main conclusion is that foreign policy moved from presidential withdrawal to activism, forced by the pandemic, in both cases highlighting the role of the Mexican Chancellor who was responsible for the actions.
