Abstract

The current situation of the operational audit in the country and the use of methodological procedures are presented, using as a sample a questionnaire where 75 respondents participated in the year 2019. The criteria of the Authorized Public Accountants were collected, being configured by strata according to years of market experience. To complement this, interviews were conducted with the objective of knowing the opinion of the specialists in the area on the operation of the audit and the difficulties that they present for the execution of operational audits of fuel control in the country. In order to achieve greater reliability and validity in the results, the quantitative and qualitative paradigms were combined in the inquiry process, and in order to fulfill the stated objective, a combined study with explanatory and descriptive elements was carried out. From the results obtained, it is concluded that the management of the operational audit carried out by independent professionals with a systemic approach is a necessity, which will allow the materialization of the accompanying methodological procedure, since the analysis revealed the fundamental insufficiencies and limitations that it presented. the current legal framework for the practice, together with the exclusion of elements of the activity that affect the dynamic and systemic functioning of the external audit, necessary for the granting of added value to the organizations.
