Abstract

The structural crisis that Panama is currently going through has long-standing origins that manifest themselves cyclically in time and space that usually deepen during conjunctural crises. Although the conjunctural crisis combines endogenous and exogenous factors, it is based on the structural problems of a systemic crisis that passes primarily through an exhausted economic model that has different manifestations in the productive and institutional structure, having its greatest expression in political and social conflicts.

The solution of these problems goes through an exercise of understanding their triggers and their transmission mechanisms, attending to the most immediate problems with solutions that maintain the functioning of the State and the markets, but with a deep review of the objectives and measures of permanent solution in the most important sectors such as education, health and basic services, to guarantee the economic, political and social stability of the country and to correctly direct state policy on economic and social development.
