This article inserts us into the decentralization process legally approved in the country, which sets aside the practice of centralism to give way to the inclusion of the population in decision-making of actions that will solve social needs and problems in search of greater local development. For
this analysis, the documentary review of bibliographic sources was used to focus on some theories that support the practice of participation, and the consultation of the regulations that embody the conception of the decentralization process, concluding that the component of citizen
