Isla Margarita, located in the province of Colon, was the first US military facility that reverted to Panamanian control in 1979 through the 1977 Torrijos-Carter Treaties. The author aims to frame the legal strategies used by of the most important treaties signed between the United States and Panama, that justified military action, management and conservation of coastal resources in this area, the legal initiatives by civil society, conservation groups of the Republic of Panama to protect and using Margarita Island for environmental education as well as proposals for environmental, social and cultural management in that place.
