This paper raises, within the framework of Constitutional Law, Administrative Law, and the Panamanian and international stock market, the issue of the administrative powers of supervision and regulation exercised by the Superintendency of the Securities Market (SMV) as the regulator of the securities market in Panama, in the context of its application and enforcement in administrative proceedings regarding the intervention, reorganization and compulsory liquidation of entities regulated by the SMV. Reference will be made to the Political Constitution of the Republic of Panama, Decree Law No. 1 of 1999 and its amendments (Securities Law), the Agreements issued by the SMV relevant to this work, and other national and international legal texts.
