This publication develops a proposal to establish unemployment insurance in our country for the working class of Panama, since the participation of wages in the Gross Domestic Product (GDP) reflects a significant reduction, while 50% of the Economically Active Population (EAP) shows high levels of labor instability, insecurity and significant shortcomings. Today, workers face: low levels of wages to cover their basic needs, high levels of debt, a zero propensity to save, temporary or informal contracts, lack of security in pensions, health care and Professional Risks, combined with instability in employment - risk of dismissal - and in some cases absence of labor rights - payment of overtime, right to leave, etc. - all of this makes the working population vulnerable in the presence of a life contingency, such as paying expenses. doctors, death of family members and unemployment.
High levels of precariousness are manifested in the risk of falling into poverty or in some cases deepening their levels of poverty, with limited access to basic services, education, decent housing and efficient, effective and timely health care.
