This research analyzes the challenges and opportunities of hybrid higher education at three regional centers of the University of Panama (Coclé, Azuero, and Veraguas), based on a study by the Panama Educational Research Center (CIEDU). Through surveys of students, teachers, and administrators, crucial challenges related to connectivity, access to technological devices, digital training, and teaching methodologies were identified. The results indicate that students recognize the logistical advantages of virtual learning; however, profound digital and socioeconomic gaps are evident. Face-to-face learning, although considered more effective pedagogically, represents a greater economic burden for students. Likewise, disparities in working and studying conditions between teachers and students are evident, along with high levels of stress and diminished academic confidence. It is concluded that the successful implementation of a hybrid model requires strategic
investment in technological infrastructure, teacher training programs, and the development of innovative pedagogies to ensure inclusive, equitable, and relevant higher education in Panama.
