In this research it was found that in spite of the social policies implemented by the governments in the decade 1995 - 2005, the indigenous poverty in Panama maintained an increaseover the rest of the population, and the perception on the effects of these social policies for the Kunas was not significant. Besides, the concept of being poor from the Kunas’ perspective did not match the measurement standards applied to them regularly, which indicated the need to consider other alternatives and appropriate social indicators to evaluate them in their cultural context. Surveys and focal groups were applied to a sample by convenience and key informants considering the culture and current reality.
