Abstract

The purpose of the presentation is to reveal the rationality that encourages the Panamanian State in the selection of the environmental problem to be managed through its public policies, which is unrelated to the management of socio- environmental risks that the country currently faces. The selection of water management, beyond providing the vital liquid to the population, is associated with the provision of the main raw material, required for the operation of its most precious asset, the Panama Canal. This effort constitutes a theoretical approximation and review of the economic-social conformation of the country, in order to find the explanatory frameworks of such selectivity. Faced with the reality of a complex and vulnerable system such as the natural space, there is a lack of understanding in the approach and way of managing them according to the institutional competencies responsible for such a task. Faced with this challenge, the State has opted for mostly technological solutions, simplifying the problem and ignoring the underlying reasons, which are related to the way in which our economic-social formation and therefore the State has evolved.
