The objective of this study is to identify and analyze the legal strategies that support the effective application of ethical and deontological standards in the use of Information and Communication Technologies (ICT). The study describes existing regulatory frameworks, institutional policies, and ethical oversight practices implemented across educational, administrative, and technological contexts. The methodology consists of a descriptive systematic review based on the collection, classification, and analysis of academic documents, legislation, and comparative studies published between 2015 and 2025, supported by percentage tables that illustrate the frequency of the identified strategies. The findings show that the most recurrent measures include the modernization of legal frameworks, the adoption of sector-specific codes of conduct, the strengthening of monitoring mechanisms, and the promotion of ethical training related to responsible ICT use. Additionally, there is growing attention to data privacy, algorithmic transparency, and cybersecurity. The study concludes that the effective application of ethical and deontological norms in digital environments requires comprehensive, adaptable, and coordinated legal strategies capable of responding to ongoing technological transformation.
