Informal settlements in the main cities of Latin America, are the result of irregular exponential growth and uncontrolled Latin American countries, and the biggest first world cities.
The creation of public health policies, and the implementation of laws, to the initial formation of informal settlements, will provide the state with resources to be able to satisfy the housing/population demand in the communities.
In assessing the level of scientific evidence on informal settlements, we can optimize the state's resources economically so that at all levels, the affected communities (where the settlement is built), and the invading community (the one that creates the settlement), is not a risk community, which accrues more economic, social, labor demand, and a burden for the state.
