A proposal is presented for the revision of the instrument used for the certification in English at the University of Panama. This instrument is a test requirement to achieve a technical or bachelor degree. After applying several certification tests in English to CRUSAM students, the frustration of the students was detected for not understanding the questions that are formulated in the instrument used for the certification of proficiency in English. A revision of the instrument was made, which identifies that it presents some difficulties associated with the unusual use of the terms and concepts expressed in the questions which were not of the students' daily use. The elements that interfere to approve the exam were analyzed, through a survey applied to the students who attended to make the exam; the variables to measure those difficulties that are within the content of the same exam and also the professors who applied the exam were interviewed.
