Administrative management in educational institutions faces challenges related to efficiency, transparency, and sustainability, especially during mass enrollment periods. This technical article presents the design of a web-based pre-enrollment system for the Santa Isabel General Basic Education Center in Chepo, Panama. The proposal is based on a client-server architecture and the use of open-source information technologies (PHP, MySQL, and XAMPP), aimed at optimizing the reservation and allocation of spaces, automating the registration of students and their guardians, and enabling online verification of the status of applications. The design proposes a scalable, accessible, and sustainable solution that promotes institutional digital literacy and aligns with SDGs 12 and 13 through environmentally responsible management. This work serves as a methodological reference for the digital transformation of educational management and as a replicable base model for public institutions in the area.
