The objective of this research is to determine if the MIPYMES of the Santiago head Corregimiento are aware of, use and if they present limitations to access the benefits of the programs that are offered and executed by the State, in the period 2020 - 2021. It was applied a questionnaire of 21 questions to a sample of MIPYMES (n=319) of a total population of (N=1865) economic agents, the process was carried out on the representative sample, using a table of random numbers in Excel, after having Cleaned up the list of businesses registered in the municipality. The indicators obtained show that a low percentage of these businesses are enrolled in the programs and, therefore, do not qualify to be beneficiaries. Less than 50% of MIPYMES do not know about the programs when they start their operations; more than 80% do not use the programs and less than 50% have limitations to access benefits and incentives. Among the limiting factors, the following are pointed out: little interest of MIPYMES in learning about the programs, little effective institutional disclosure of the programs, bureaucracy in the procedures, little disclosure of the benefits, and ignorance of the regulations of each program. According to the findings, it is concluded that not all MIPYMES (micro, small and medium-sized enterprises) are aware of the programs and benefits offered by the State, through the AMPYME (Micro, Small and Medium Enterprise Authority).
