In this research, literature was reviewed regarding the evolution of the main functions of universities, some current forms of transfer of research results are mentioned, then, the Political Constitution of the Republic of Panama, the Organic Law of the University of Panama, the University Statute, the regulations of the University Research System and the catalog of products and services of the University of Panama were revised.
An analysis was made of the regulations in force with regard to the different university councils that regulate the subject of study, and graphically represents what seems to be a contradiction of the rules on the governing councils of the academic aspects, the promotion and management of the "production and specialized services", against those that we identify outside the portfolio of technologies and not governed by the Vice-Rectory for Research and Postgraduate; that for the purposes of generating management policies, we identify and call "institutional products and services" in addition, we provide a table of elements to differentiate them.
After the differentiation, we make legal and management reflections on the "institutional products and services", their current state and meditate on the potential to promote and articulate policies in order to raise their competitiveness, meet the requirements of the Ministry of Health and others, the need to create alliances to industrialize and place university products and services on the market, in addition to making visible other services such as professional advice, the leasing of laboratories, auditoriums, courts and even technological equipment, medical, dental, psychological, diet, veterinary clinics, among others.
