Abstract

The author studies the origins and the Sovereign State of Panama Penal Code, its sources ant its structure (First Book; Second Book on crime and faults againstsociety; Third Book: about crimes and faults among private persons; Fourth Book: on confinement and punishment establishments). She concludes that Justo Arosemena’s Penal Code is influenced by Bentham utilitarian thought that conceives crime as a social damage and penalty with preventive purposes.
