Abstract

The text is located in the midst of the human needs to bring rural people closer to ICTs, which in the green territory can become tools for empowering their peasant work, in a country where the rural shows the need for implementation, access and forceful use of technology. The main objective of the research is to generate an ICT appropriation strategy, according to the needs of the communities of the municipalities in the area of ??influence of the Páramo de Santurbán in order to actively link them with the social welfare activities promoted by the Alianza BioCuenca Foundation through the miPáramo project. The work focuses on the qualitative methodology taking into account its nature based on the subjective observation of the participants to describe a phenomenon through the perceptions and meanings that they build from their experience. As a result, it is highlighted that inequalities not only occur in access, but also in an important way in the use of new technologies, participation in their development and the training or requalification necessary to work with them. The contributions are related to the search for better conditions of social equity for the rural populations of said territory, by generating better forms of participation in activities with a social impact, where technology acts as an "increased" capacity, which, together with access to knowledge, generate an even more marked divergence between groups of countries and population groups within them.
