In this article, a bibliographic review of the concepts of globalization, neoliberalism and Higher Education is made, from the perspective of the Marxist Political Economy as a premise for the analysis of the effects of globalization and the Neoliberal policy on Higher Education, given that this it is a manifestation of the levels of development and growth of economies and societies. There are also currents of thought that argue the link between the development and growth of countries in relation to the levels of education attained and vice versa.
