Studies carried out internationally have shown that a traditional cognitive learning evaluation model prevails in educational institutions (Huerta, 2018; Ramis et al., 2019), so it is necessary to develop evaluation techniques and instruments attached to a reality educational in constant transformation. The main objective of this research is to design an evidence-based learning evaluation model, seeking to articulate planning, execution, and evaluation, in order to achieve coherence between what is planned, what is evaluated and what is learned (Huerta, 2018). The study was divided into two phases: one for design and the other for validation of the model, which includes 4 competencies, 3 dimensions and 10 indicators, theoretically supported by a bibliographic review and by a questionnaire applied to specialists.The evidence-based learning evaluation model called MEABE is aimed at university education, however, it can be applied in other educational settings.
