Abstract

The creation of the Maritime Research Institute will come to fill a void in issues related to the maritime industry. It is essential to create this Institute at the University of Panama to provide support to the maritime sector. Its purpose is to develop the precise effective actions of operation especially in accident investigation, pollution, logistical support, human resources, coastal maritime resources, transport routes, freight policy, port locations, and support in higher education. The vision and main mission for the creation of this fundamental piece in that puzzle involve shipping companies, companies, and ships. Law No. 56, of December 14, 2007, creates the National Investigation System of Panama. The University Statute, Chapter IV of The Academic Structure, Sixth Section, of The Institutes, Articles 148 to 160, and Law 24 of 2005, Organic of The University of Panama, Article 18, numeral 7. It is legally taken into consideration that Panama does not have this specialized agency when making a comparison with the systems that are applied in other universities. Although there is a law that creates the National Research System of Panama, it has not been possible to start with high-rise projects, this proposal is optionally important. At the University of Panama, we will propose the creation of the Latin American Maritime Research Institute, Panama will be the specific leader of Maritime Research offering regionally better experiences in the investigation of claims, collisions, accidents, transport routes, freight policy, logistics, and port locations for the maritime industry.
