Abstract

The educational policies of countries are in correspondence with the dynamics of changes, needs and global, regional and local realities surrounding them. At the closing of the last century, in most countries, especially those in Latin America, the university educational policies focused in the accomplishment of quantitative objectives (more educational centers, more classrooms, more teachers, and more career options among others). However, once in the XXI century, the demands of the new development model, oriented towards the accomplishment of sustainability, with emphasis in the human being has led to the generation of more qualitative policies. Among these the university social responsibility (RSU) stands out.

This is a policy of management of ethic quality of universities interested in aligning their four processes (management, teaching, research, extension) with the university mission, its

values and the social commitment along with social actors.

Since its origins, The University of Panamá has been committed to the national development characterized by its permanent connection with the neediest segments of society. At present, it has prioritized the topic of RSU by including it in its 2007-2011 agenda of policies. However, its revision and improvement is necessary in the light of the completion of its intended term and the development of a new conceptual and methodological frame through a diversity of international meetings, such as the World Conference on Higher Education, Paris 2009. Moreover, RSU is one of the elements to be assessed in order to obtain the Institutional Accreditation in components related to extension and equal opportunities policies.
