During recent years, there have been significant changes in local development, promoting development initiatives through programs and projects aimed at improving the population's well-being and quality of life. Universities play a vital role in managing development through teaching, research, and networking, contributing to professional training and the management of scientific knowledge that society requires for its social well-being. The model of linking university and society is in the process of transformation, going from a scheme based on only offering to a dynamic of more active involvement in local problems. The objective is to analyze the main university activities, implemented in this university strategy, in pursuit of greater understanding and reflection on the process of strengthening local development in the municipality of San Francisco de Opalaca, Honduras. The strategy has duration of 10 years and seeks to create spaces where all development actors can interact to achieve the development of objectives agreed upon participatively by the population and the public and private university community. This university strategy aims to reverse the low rates of human development and inclusive sustainable development that characterize the poor and very poor municipalities of Honduras, through processes of reflection, proposal and reunions of knowledge in the implementation of the strategy on site, and the feedback in the classroom, generating different development alternatives, in accordance with the needs, resources and perspective over time of each municipality.
