The 2007-2011 Institutional Development Plan of the Universidad de Panama, develops six policies from which the University Social Responsibility stands out. As the implementation and management process is well advanced, it is very important to identify both what has been achieved so far and the main barriers or limitations for its implementation; and on this basis, to redefine actions intended to optimize the work schedule to ensure the fulfilment of its goals.
This is an exploratory and descriptive research, and the information obtained from documentary analysis, interviews and consultation workshop is basically of a qualitative nature. All of this is based on theoretical and methodological guidelines of the recent formulations on the topic. Based on the findings, we present a Proposal for the integral development of the University Social Responsibility policy at the University of Panama in response to the new challenges of the quality of education at higher learning.
