Abstract

With the disruptive development of digital technology, governments have received a contribution not yet estimated in the potential of its use; the massive generation of data and the methods to analyze them proactively in the decision making process of public affairs. In recent years, public governance is resorting to big data and its analysis as a natural means for decision making in government policies, social and economic development, as a form of social control and transparency to its citizens and deepening of democracy. The objective of this article is to analyse the state of the process of

digitization and analysis of big data in the Panamanian government for which the National Statistical System was identified and described and its data management was analysed, finding a system that does not cover all the operational needs of data collection and is not adapted to the different methods of proactive analysis of big data. The main conclusion is that it is a structure in the process of transformation towards the modernization of the forms and methods of big data analysis in the service of public governance decision making.
